Abstract

Our life world is a dynamic, ever-changing, unstable, and risky world and states are continuously exposed to the torrent of problems that are not easily solved. However, we have to live in this unstable environment and move ourselves forward despite the existing difficulties. The ever-increasing complication of organizations and information explosion are among the factors that have worsened the situation more than before and reduced human administrative capabilities. It is three decades now that managers and scholars have focused on planning particularly strategic planning. Strategic planning can assist the leaders and managers of the organizations to think and act in a strategic way. The accelerated current of technological changes and developments and consequently social and economic developments have made the managers of organizations to include the study of their surrounding environment and consideration of the future changes among their important tasks. Numerous developments have happened in recent years in business environment and work rules and strategic approach has become the top priority of firms and even countries. Thus, providing long term ten-year or twenty-year or even in some cases a-hundred-year programs has been put on the agendas of managers of giant organizations and statement of various countries. This movement was reinforced by the development of computer tools and mathematical methods and in a short time it turned to an indispensable element of management and leadership of contemporary organizations.
